Given the robust, wide ranging ability of the NSA to probe all communications by any person in the United States, it is remarkable that no real dirt on Donald Trump was ever uncovered. Had such information existed, it would be in the NSA's storage vaults in Utah and crooked CIA analysts under Brennan's direction would have found it and used it. But that did not happen.

It started with the deliberate targeting of George Papadopolous by Joseph Mifsud, an intelligence operative working for the Brits and the CIA, not the Russians. Mifsud was planting evidence by telling Papadopoulos that the Russians had dirt on Hillary Clinton.
The report identified "a total of 51 procedure violations" in one FISA application alone.
In short, if you're looking for the first person to be indicted for the whole feckless coup attempt it is likely to be Christopher Steele.
The Iranians were particularly interested in developing agents who had once worked for the US government and were able to provide information on the CIA and DIA intelligence networks...
Since Inspector General Horowitz has no purview or authority to investigate the CIA, he will (and has) punt that issue to Prosecutor John Durham. Therefore, a conclusion that the FBI was not dispatching known FBI confidential human sources to spy on the Tump campaign is not proof that no spying occurred.
Steele met Deputy Assistant Secretary of State Kathleen Kavalec on Oct. 11, 2016, 10 days before the first warrant application was submitted, and admitted he was encouraged by a client, the Clinton campaign and the Democratic National Committee, to get his research out before the 2016 election on Nov. 8, signaling a possible political motivation.
President Obama's role in U.S. intelligence is yet one more mystery. In both the final months of his presidency and in the period since, Obama has said very little publicly about the Russia investigation. But he attended various meetings with top officials about Trump-Russia theories. It’s not clear what he said, but their efforts ramped up in the months that followed.
